Submission to the Global Dialogue on AI Governance: On themes, structure, and outcomes

The Global Digital Justice Forum submitted written inputs to the Global Dialogue on AI Governance as part of the stakeholder consultation process to inform the structure, processes, priorities and outcomes of the Dialogue.

The submission outlines key priorities the Dialogue must address across the 4 thematic clusters identified – (i) safe, secure and trustworthy AI; (ii) AI capacity building; (iii) social and other implications of AI; and (iv) human rights. The submission also highlighted certain cross-cutting issues that should be considered across themes – sustainable development, gender equality, and AI commons. The submission also highlights the role the Dialogue can play in advancing international cooperation for encoding public accountability and corporate liability frameworks in complex, multi-actor AI value chains, building equitable outcomes for development in the AI society, and putting forward an integrated vision of data and AI governance. Finally, the submission provides suggestions on the format and structure of the Dialogue for ensuring inclusive and democratic participation of different stakeholders in the Dialogue process, especially marginalized people and groups (e.g., based on gender, caste, class, religion, ethnicity, age, etc.) and the civil society.

The key points from the submission were also shared as an oral input at the virtual consultation held by the Co-facilitators of the Global Dialogue on 12 May 2026.
